The Regulation updates the conceptual and digital infrastructure related to periodic inspections of work equipment:

In this context, the definition of ‘equipment inspection body’ has been revised to clearly define the bodies authorised by the Ministry to ensure the compliance of work equipment with legislation, standards and inspection criteria. In addition, the EKİPNET system, which enables the recording and tracking of all processes related to periodic inspections, has been incorporated into the legislation as a module within İSG-KATİP.

Work equipment subject to periodic inspection and the inspection principles have been comprehensively revised:

It is explicitly stated that the equipment and equipment groups listed in Annex III are subject to periodic inspection; the inspection hierarchy to be applied for equipment without a corresponding standard has been defined.

It is emphasised that inspections shall only be carried out by persons authorised to perform periodic inspections; the procedures and principles regarding inspection conditions and the documents to be issued are linked to Annex III.

The circumstances under which periodic inspections shall be carried out are clearly stipulated:

Periodic inspection is mandatory after initial use following installation, after significant maintenance and repairs, in the event of a change of location, and particularly for scaffolding, tower cranes and similar equipment after installation, upgrading or modification. Furthermore, the employer is obliged to have inspections carried out after situations affecting safety, such as breakdowns, accidents, natural events or prolonged non-use.

The keeping and validity of periodic inspection records have been clarified:

While it is essential that the results of periodic inspections are recorded with a wet signature, it has been stipulated that records signed with a secure electronic signature and stored electronically are also valid. When mobile work equipment is used outside the workplace, it is mandatory to keep the latest periodic inspection report with the equipment. It is stated that reports prepared for equipment not included in Annex III and not subject to mandatory inspection are not required to comply with any specific form or contractual conditions.

The provisions regarding persons authorised to carry out periodic inspections have been revised:

The term ‘equipment’ has been introduced instead of the term ‘accredited’; it has been stipulated that periodic inspections shall be carried out in accordance with the reports and criteria documents published by the Ministry or, in the absence of such documents, in accordance with the provisions of Annex III.

It is explicitly stated that periodic inspection reports issued without a contract via İSG-KATİP are invalid; it is stipulated that the authorisation of officials who violate this rule will be suspended for one month. It is also stipulated that administrative sanctions will be applied per inspection.

The scope of equipment subject to periodic inspection has been expanded:

With the amendment made to the additional articles of the Regulation, power-driven lifting platforms for persons with mobility impairments, steam boilers, cable transport installations, and column-mounted work platforms have been included in the scope of periodic inspection.

Transitional provisions have been included in the regulation:

Until a new regulation is issued by the Ministry, inspection bodies accredited by TÜRKAK under the TS EN ISO/IEC 17020 standard will be accepted as equipment inspection bodies. Periodic inspection obligations for some newly added equipment groups have been postponed until 1 January 2027; it has been stipulated that valid reports issued before this date will remain valid for their duration. The application of certain Annex III provisions relating to lifting equipment on wind turbines has been postponed until 1 February 2026.

The Regulation entered into force on the date of its publication and its provisions will be implemented by the Minister of Labour and Social Security.
