Article 1 of the decree expands and restructures the duties and powers of the Presidency as set out in the first paragraph of Article 4 of Presidential Decree No. 177.

- The Presidency has been assigned the task of establishing the digital state institutional architecture and determining the administrative, financial, and technical principles, procedures, and standards for IT products, services, and systems to be procured or developed by public institutions and organisations. This regulation has established a centralised architectural and standards framework for the digital public infrastructure.
- The Presidency has been granted the authority to determine the project management principles and standards to be applied in the IT projects of public institutions and to provide opinions to the Presidency of Strategy and Budget regarding the financial and technical dimensions of these projects.
- The Presidency has been assigned the task of developing and operating the e-Government Portal and digital government common products, services and systems, as well as determining the procedures and standards for the integration of public IT systems with these infrastructures.
- With regard to artificial intelligence applications in the public sector, it is envisaged that legislation will be carried out, contributions will be made to national policies, strategies and action plans, activities will be carried out to ensure compliance with international regulations, and participation will be made in ecosystem development efforts.
- Within the scope of digital government and the use of artificial intelligence in the public sector, the principles and standards for data governance, covering the processes from data creation to destruction, have been established.
- The Presidency has been tasked with spearheading artificial intelligence applications in the public sector, including: identifying needs in collaboration with relevant institutions, establishing a common data area infrastructure, determining quality criteria and standards for data to be used, and ensuring compliance.
It is envisaged that the President may establish up to seven representative offices within the country. The Presidency is authorised to establish overseas organisations.
Furthermore, by presidential decree, the establishment of companies within the country or abroad has been permitted, provided that they are related to the scope of duties. Article 3 of the Decree reorganises the service units listed in Article 7 of Decree No. 177.
Certain units have been added after subparagraph (c) of the first paragraph: General Directorate of Public Artificial Intelligence, General Directorate of Digital State, General Directorate of Management Services, Directorate of Strategy Development. The existing subparagraph (d) has been repealed, and the subparagraphs have been renumbered accordingly. The ‘Private Office Directorate’ has also been added to the same paragraph.
With Article 4 of the Decree, the staffing structure of the Cyber Security Presidency has been reorganised in accordance with the attached list in Schedule (I) of the Presidential Decree on General Staffing and Procedures No. 2.
It has been stipulated that the Presidential Decree shall enter into force on the date of its publication.
